Israel has spent decades ignoring international law and expanding illegal settlements in the occupied West Bank, but their latest move is so controversial that it has been condemned from the international community.
They have opened up the tender process for construction in an area known as E1, a strategically important area that goes deeper into the West Bank, essentially splitting in two.
The proposals break international law and the UK, France, Germany and Italy all issued statements condemning the move.
Israeli ministers have openly said they hope E1 will end the chances of a Palestinian state.
